I would never argue that a certification or degree or experience is the only meaningful expression of Project Management knowledge or ability. They all have their place.

I believe what the PMP certification does is show that the PMP at least knows the "best practices" related to Project Management. Many PM's ignore the best practices and are successful with small projects. Not knowing or ignoring best practices will kill a large project.

Besides, having a PMP certification will get an applicant past an HR screen that is often put in place when there are many applicants for a position.
